Got Bored. This is mainly just opinions and what i've experienced.

Rat - Rat can leave any fight instantly if he is uncomfortable his kit makes it very hard to get follow up. Not only that thickbark is probably the most annoying item in the game when combined with soul eater. This makes for an almost braindead boring lane.
Tyr - Tyr wins lane by default against most of the top solos right now. There is not much you can do if you dont have knockup immunity in your kit.
Guan Yu - Just dont fight him for 30 min and then he is useless. You'll most likely win late but for the first 20 min life is pain.
Rav - Just Cringe
Osiris - Out trades almost everyone in the game. Late game becomes virtually unkillable
Artio - Button mashing the character, Free pen, Almost ungankable = Artio
Tsuki - Can be under tower hitting you in mid and healing to full while doing it.
Cthulu - Just has a very annoying kit. He only gets better as the game goes on. just really good
Sobek - Dont have to say much about this.
Janus - Clears wave and then runs away for 20 secs

Gil - Has a HORRIBLE wave clear but as soon as the wave is gone his kit is still bonkers. Amazing chase, Great damage, His ganks are almost relic/kill confirms. Great Overall
Mulan - Wins Lane Loses Game. Souleater :p
Set - Will runaway the whole game
Baron - He is def worse now with the bumbas nerf but still has GREAT wave clear, Great Heals, His ult is one of the most annoying in the game
Loki - Will runaway the whole game
Odin - Will runway the whole game
Ao Kuang - Ao is a great pub stomp character. If your not expecting to be laning against him and dont have beads you just lose for 20 min ( PLEASE GO BEADS AND MAGIS)
Bastet - Will runaway the whole game and heal to full
Ah Muzen Cab - Out clears you and out damages you from africa.
Ullr - ^This Again
Kumba - Resident Sleeper

Clio - Is only good cause of ulting wave. Doesnt really provide much in teamfights but is super safe in lane.
Hera - Its hera
Hel - Its Hel
Jin Way - Just runsaway and plays for late game. If she gets a small lead becomes almost unkillable.
Anubis - you just cant fight him for 20 min. He is pretty shit outside of lane but its still boring.

Apollo - If you play apollo in any lane your playing to backdoor I/E they wont fight you and as soon as your not in lane will destroy all the towers on the map
Chern - VBA
Atlas - Its very hard for atlas to lose lane. Annoying CC, Slow immune, Great ult, Great wave clear. Def annoying

Bel - The Poster Girl of solo. Just wins lane by default. If you have played solo you know how to fight against her. Annoying for sure but kinda easy to play around.
Arthur - Arthur doesnt have a lot of losing matchups he is kinda like Bel in that he wins lane by default. You'll see a lot of these guys constantly. His CC is Aggravating no matter what character you are. Eventually you'll learn how to play around his kit.
Change - Clears wave and walks away from you. Her CC immunity makes her really annoying to fight. She plays really well when ur chasing her so dont do it.

Jorm - The 3 jorms solo i've played against were fucking annoying.
Pele - Her kit fits really well into the solo lane. She wont be doing much in lane but late game she kinda slaps ass
Hades - In lane he is one of the most annoying characters in lane but anti-heal fucks his asshole build anhk and antiheal and he falls apart.
ah puch - ^ This but with more running away (dont build anhk)
Freya - Will just play for late game. I/E Running away.
Sylv - ^ The opposite of this. He will fuck you up early but mid to late he is an easy target.
Sol - Same as Freya
Cama - HIs whole kit is fucking annoying. Enough said
Lance - The lance combo = Runs in like a goomba, Kit dumps, Loses trade, Ults out. Fucking annoying

Horus - Kinda just bad in lane. He should not be out clearing you. It is VERY easy to put Horus behind. Once he is out of lane one of the best frontliners.
Cu - Like King Arthur but worse.
Terra - Kinda Just Clears Wave and then slaps you with wet noodles. Kinda needs a teammate for followup
Achilles - Great with the items that are meta right now, Does a lot of damage, Great Movement but, His clear makes him so easy to lose any lead he has. Very weak to characters with a jump or and form of dodging his ult.
Herc - Anti-Heal
Xian - No damage, Cant Clear, Very Reactable ult. Great into adcs Good team fight. (pls buff xian)
Agni - I've only played against a couple agnis solo and it kinda goes how you would expect.
Fen - Weirdly good in solo. Stuns and Displacments fucks his asshole
Morgan - Runs away the whole game.
Awillix - Waits for ganks behind walls to press 4
Ne Zha - Long Ass CC. Kinda has to throw himself at you. Unless he is full damage is not gonna do much but be a CC bot. Just Buy Magis or Beads.
