I'm pretty new to Horus Support, but I hope this guide can help people that are learning new gods or trying to develop their skills :)
So you want to play Horus...
S8 Meditation Cloak Upgrade
Using this item restores 75 Health + 12 Health per level and 30% Mana to all Allied gods within 35 units. Allies affected by Meditation Cloak have their abilities' mana cost reduced by 30% and their Ability Cooldowns reduced by 1s upon use. Cooldown - 120s.
Guardian's Blessing
+100 Health +10 Physical Protection and Magical Protection +7 HP5 & 7 MP5 while within 60ft of an ally god +3 Gold per Minion Assisted ROLE QUEST: SUPPORT Assist with Minion kills to gain stacks. Each Assist is worth 1 stack. At 50 stacks Guardian's Blessing Evolves, gaining 4 Gold Per 5s.

This is a ward that allows you to see normal enemy movements with 45 units. It does respect line of sight and can't see through walls or stealth. It remains for 3 minutes or until killed.

As Horus, you have the opportunity to play aggressive for the first few levels. If your ADC is confident enough and plays aggressively, I usually get 3 healing potions and chalice of healing (3) so then I still can heal over the poke from minions. I highly recommend this if the enemy team has an Aphrodite support, or any god that is useless from levels 1 - 4.

Mantle of Discord
PASSIVE - If you take damage below 40% health you unleash a shockwave that stuns all enemies within a range of 20 units for 1s and become immune to Crowd Control for 1s. This effect cannot trigger more than once every 110s.

Heartward Amulet
AURA - Allied gods within 70 units have their Magical Protections increased by 15 and their MP5 increased by 30.

PASSIVE - While over 25% Mana, you gain +10% Cooldown Reduction. While under 25% Mana, you gain +50 MP5.
Sovereignty
AURA - Allied gods within 70 units have their Physical Protections increased by 15 and their HP5 increased by 25.
Evolved Hide of the Urchin
PASSIVE - Provides a Health Shield that gains stacks every 2s. Shield only stacks if you have not taken or dealt damage in the last 5s. Each stack provides 10% of 100 Health +5 Per Level. The full shield will regenerate after 20 seconds.
I almost always build Thebes, it's a very powerful item to have on if you're wanting to be tanky. However, if you find yourself behind in levels to the enemy's support, building Sovereignty then Heartward Amulet is better, because Thebes already takes time to evolve, and you have no protections until it has evolved. This alternative option will give you both magical and physical protections straight away; and if you wanted to, you could always buy Thebes when you sell your blessing alternatively.
Late game, building Brawler's Beat Stick or Titan's Bane is also a good option if you're wanting to do a little extra damage. Remember that you're still a tank, so only build one or the other, especially if you already have Blackthorn Hammer in your build.
When I play, I level Horus Ultimate last, because his other abilities are both much easier to use and more useful in unranked and Silver/Gold ranked games. His Ultimate is also almost always useless. Poor Horus. This is just a rough idea of how I would personally level Horus' abilities.
