Even though your 1 does not do damage you still should prioritize it over the 3 because you should save your 3 to escape unless you can guarantee an elimination.

Anhur is an excellent and safe hunter, he has a slow and a leap in his kit. Primarily you should use the impale to knock an enemy god into a wall to stun them.
